Most Teslas leave the factory on regular tires, not run-flats. A flat on a Chicagoland shoulder still leaves you stranded, and an empty pack at the same time is a separate problem a tire swap will not solve.
What Tesla ships from the factory
Tesla fits a mix of tires depending on the model and the wheel size. Standard 18-inch and 19-inch wheels usually ship with conventional tires that have no run-flat capability. Performance models and some wheel packages may fit tires with run-flat markings, but that is the exception rather than the rule. The door jamb sticker lists the actual tire spec for the car.
A tire without run-flat construction goes flat when punctured. A driver has zero miles of cushion. The car stops where the air leaves. Calling a Tesla-contracted tow vendor is the standard move if you do not carry a spare.
What this means on a Chicagoland shoulder
The Jane Addams, the Reagan, the Tri-State, and the Veterans are the tollways where a flat hits hardest. Construction stretches with limited shoulder mean the operator has to come from the entry ramp. I-80 in Will County and I-55 through Plainfield and Romeoville are the same. A driver with a flat on a regular tire is not driving out.
A flat in a downtown parking structure is its own pattern. The structure has low ceilings and tight turns. A flatbed can usually reach the car. A tire service truck sometimes cannot. The operator may have to swap the wheel on site or call for a flatbed.
